Inmate Records (IR) is a full·function jail management system that tracks all inmate details from the time of booking through the time of release. On·line booking sheets improve efficiency and reduce paperwork. Charges, sentencing information, and holders from multiple agencies are maintained. Associated victim data is recorded for notification purposes. Cell movement tracking, keep separate orders, and hazard codes enhance facility security. All property is recorded, including items brought into the facility and items issued by the facility. Inmate infractions and disciplinary hearing outcomes are noted. The commissary module tracks deposits and withdrawals from the inmate’s account, prints checks and receipts, and tracks final release. A wide variety of population management reports are available.

The visitation module maintains a visitation history, determines visitation room capacity, assigns contact or non·contact visits, and identifies prohibited visitors.

A flexible billing tool gives the correctional facility control over the manner in which jurisdictions are billed. IR can generate bills using either a billing hierarchy or split·billing method. Costs can be calculated using a minute rate or a daily rate. Reports are available for use in monthly billing audits.

The Inmate Records system provides a seamless interface with the fingerprint system, the mugshot system, the bracelet printer, the Ohio Sheriff’s Jail Linkage System, and the Victim Information and Notification Everyday (VINE) system.

Lucas County Deputy Sheriff Dennis Lazenby is a satisfied user of the Inmate Records (IR) system. Prior to the installation of IR, booking sheets were hand·typed on paper before they were entered into the computer. With IR, booking officers can eliminate the initial manual step and efficiently create an account directly into the system. According to Deputy Lazenby, the existence of this electronic data has been tremendously beneficial in terms of information sharing. IR enables other criminal justice agencies to view and utilize the existing electronic files.

Saved time is one of the most significant benefits of IR, says Deputy Lazenby. The application eliminates unnecessary manual steps involved with data processing. In addition, IR allows for immediate access to records. This feature saves staff from having to “hand search” archives of paper documents when researching past booking information.

When describing IR, Deputy Lazenby claims, “The IR application has allowed for computer automation at the Lucas County Sheriff’s Office and is helping us advance towards becoming a ‘paperless’ jail. The NORIS staff has gone above and beyond to assist us in effectively managing the application.”
